setting budgets

Hi everyone, more dumb questions from me so please bear with me
When it comes to the little details that can mean a lot, i want to make sure I am doing this right. When it comes to things like owner spending on the scale of 1-10, a 10 would be the right setting if you want to spend a lot, right?
And when it comes to fan interest and market size and other settings, the higher the number means you are in a big market with a very loyal, engaged fan base, correct?
What is the fan interest modifier do? what is the best level to set it? And when it comes to budget itself, I tried to increase the spending on scouting and player development, which was at the flat level of the year before, but when i tried to increase it, the scouting budget ended up shrinking and the player development stayed flat.
how can I fix that?

Fan interest modifier provides a temporary boost (or reduction) to your established fan interest. Signing or losing popular players will impact the modifier, or winning a championship. It goes up and down relatively fast. The regular fan interest figure changes slowly over time with extended winning or losing.

Think of fan interest as your diehard fanbase, and the modifier is your fair weather fans.
