You do need to import into 24 first before importing into 25. But you can import while using demo mode only so you don't need to actually purchase 24, just download the demo

This is wrong. I provided a link to the thread that answers this. Copies of OOTP24 for the purposes of walking up your saves from previous versions are here:

He doesn't need to buy it. He doesn't need a license key. Just import it to 24 from the Start Screen and you have your game in 24. Then take that game and import it to 25 using the option on the OOTP 25 Start Sreen.

Importing is basically the whole point of the demos since 19. You used to be able to play the whole game for a set period in 19 whereas since 20 you can only import, you can't load or start anything new.
