Pitcher service time set to zero on historical season

When creating a historical season (without loading full minor league database), most of the pitchers have service time set to zero. For instance, in 1998, a number of pitchers such as Maddux and Glavine who had many years of service by that point are on minimum contracts and don't reach free agency for six years. This hadn't ever been an issue on previous versions. Doesn't seem to be a problem affecting position players.
