Historical Game and the draft

If I play Historical game, the setting during startup about the draft is the only time that can be changed?

I'd like to start a 1917 game with no draft then start a draft in 1963 when the NHL did. Is that not possible?

Not right now, you have to choose either no drafts at all or drafts in every year. That's going to be changing in FHM8.
