New Game Farm System

Recently I have wanted to start a new historical career and both time, once all the rest of the game was set, I got a limited farm system, i.e. I tried to start a Toronto 1977 season and only got a Rookie league GCL team. Then I tried the Expos in 1969 and only got a Rookie GCL and A league FSL team. I need a full minor league system like I have had with every other game I have started in all earlier renditions of OOTP (16, 17, 18, 19). Please help.

that may be because in 1977 Toronto only had one minor league affiliate. Utica.

they had 3 minors in 1978 but it wasn't until '92 they finally had a full minor league system. so historically the game has it correct.

You know, I did not realize that, even though I had been at the first ever Jays game and have followed them intensely ever since. Thanks for clearing that up!
