How do online leagues work?

I understand the basics but how do managers import and exports league files?

It uses an FTP server. One person is the commissioner, so the league will have set days where they will sim. On those days, managers are exported to export their files to the FTP server. The commissioner on sim day will then import league files from the server that gets loaded onto their game. So any changes managers made will be shown on the commissioner's OOTP file. The commissioner will sim, and then reupload league files, where the managers will download the latest league file.
