Ratings went waaaay up...
...after the inaugural draft. I mean, REALLY good.
Now virtually everyone is rated 77-80, even after re-scouting the entire league. Not just my team, lots of teams. The ratings were normally distributed during the draft, but now, when I look at my team screen, everyone is wonderfully talented. See screenshots. Name of uploaded file: Premiership League.lg.7z

It sounds like you are no longer measuring to the MLB but instead to one of the lower leagues as the baseline. Go to Global Setting where the Scouting stuff is and see what the player ratings are displayed relative to. It can be set at various places, but I myself use the toggle here to lock it to MLB.
