Why?

I just got the Stieb variant card. I deactivated Stieb, but can't activate the variant for 14 days. Why?

It gets worse

I checked back and now I can reactivate the regular Stieb card but the variant is still locked out for 14 days. Don't you compare the card titles when you decide which cards must sit out?

This is intended behavior, because the game sees it as the same card.

But

They're not. And the cards have different titles when I look at them. One says VARIANT EDITION - Level 5 and the other doesn't. Somewhere in your database, you have a tag for the variants, otherwise they'd all be variants or none would. So the game DOES NOT see them as the same card, it's just that the devs have neglected to make that tag accessible to me when I am managing my roster on my team screen.

I wouldn't call that intended behavior, I'd call it negligence.

It's intended that you can not play one player and then replace him with a fresh instance of the same player (Variant or not).

How is that different

From replacing the Gold Hank Aaron with the Perfect Hank Aaron. They're the same player, but they have different cards and, while the number of differences in the cards is much larger than Stieb vs. Stieb, the fact is that you are saying that I am not allowed to replace the same PLAYER with a different card for that PLAYER.

You are all talking out of both sides of your mouths.

Because what you're trying to do is replace the Perfect Stieb with another version of the same card (in this case, the Variant version). While I get why you want to do that, the game does not allow you to do that without the cooldown.

it's meant to be so you can't bench a reliever, put someone else in, and immediately put the card in again, for example. so you can't just constantly be subbing in and out. the variant version is considered the same card as the base card, which is annoying, but that's how the game handles it. hopefully they'll be able to figure out how to separate the variant version from the base version, my ideal way is basically making it so once you have the variant, you can set a card as either the variant or base card, and thus do not have to worry about having multiple versions of the same card

This is annoying but obviously intended, as the variant Honus behaved the same way when it became available. If you try to replace the original, even by deactivating it, the variant version will be booted from the active roster for 14 in-season days.

Fair enough. The only quibble I have is that the game will allow you to deactivate the original, promote the variant, save the roster, and then boot both versions to the reserve roster only after the current day has been played. This leaves an unexpected hole in the active roster and should probably be addressed by not allowing the changed roster to be saved (since it's illegitimate).

I fell for the same thing with Honus Wagner. 7 hours of pure torture waiting on the 14 days to pass.
