I have a beta copy of Topaz Labs new Photo AI app. I ran your photo through that. I just accepted the default settings and saved it off. Decent improvement for very little effort. Some focused tweaks could likely improve some more.

Here is a little work I did on the upscaled image in an attempt to better the skin tone a bit. Just curious about this player. Is this the Mel Rosario we are working with?

Carmen Louis Mauro colorized with the Chicago Cubs, the Washington Senators and the Brooklyn Dodgers. The Dodgers' image is from that Target super-set of all-time Dodgers players. I ran the completed image through the aforementioned image upscaler. I think in this case it provided spectacular results.

EDIT- I was forwarded an image of Vern Duncan with the 1913 Philadelphia Phillies. It is a rough image to be honest, but with more obscure players sometimes beggars can't be choosers. I processed the image through the upscaling program I with which I have been experimenting but it did not offer any real improvement.
