I'm an Eric the Red fan. The best thing I ever saw him do was score from 1b on an errant pickoff throw in SF.

Ok I have the game working and here is what the problem was. When I originally installed the game I did NOT use the default install path, instead I used something else. Well the game installed fine but it must have some kind of hard coding that makes it go wrong later if you don't use the default path. Hopefully this is something that OOTP can repair but until then beware to anyone who does not use the default install path.

I'm having this same exact problem. On my work computer. I will see if it happens at home.

Have you made any changes to any of the data files? (cites/nations?).

Alright I did some more research I was able to do it at home. I'm wondering if me adding some of the mods I've found in the community regarding cities may have caused this problem. I'm going to change my data files back on my computer at work and I will report back my findings.

FYI this didn't fix my problem, so it doesn't appear to be with the data files.

Another FYI I used the same exact database on both computers. So I doubt the need to download it again is needed. I'm going to try and reinstall of OOTP2006.

Hmmm...I wonder if that is my problem with the two hour load times.
