And honestly? On a 1/100 scale, I'd look for 40 stuff, 50 movement, 50 command in the Rule V/FAs.

I'd like to second the rule 5 draft.

Another good place to look, though it's more risky because of timing, is the waiver wire on opening day. There are usually a ton of guys that ran out of options but their teams don't want on the 25 man roster for whatever reason. A few times I've claimed a guy, only to immediately waive him but he clears and starts the season in Triple A. This was a huge help on my expansion team, because in the first few seasons if we weren't playoff contenders I would trade some of the ML pitching staff for prospects/draft picks and I needed someone to call up. As someone else mentioned, be careful to check their contract details because sometimes there's a veteran with a gross contract you really don't want.

Another important thing I do is go to the free agent pool, set a filter for age < 24, and then sort by work ethic. If I see guys with good work ethic (and hopefully intelligence), I'll check their other pitching potentials. High stuff or high control? Minor league contract. Extreme groundball pitcher? Minor league contract. After a while you'll get a better idea of what it takes for those guys to develop, but I've been pleasantly surprised when looking at the origins of my playoff roster and seeing "Minor League Free Agent Signing" from 3-5 seasons earlier.I do this process the first day of the off-season, the first day of free agent filing, and the first day of the regular season.

Edit: The other thing I do for back of the rotation pitching is wait until just before spring training, then check out the free agent starters available. I sort by rating, but add their "demand" and "FA type" column. As you go through, some cheaper guys will pop out and you can then look through their history to get a better sense of their worth. Then I do that again looking at ALL pitchers to see if there are any MR to SP convert candidates.

Agreed - and also works quite well in fictional

I have found success finding inexpensive pitchers that have great control, great fastball OR change up within their 3 pitches and are ground ball pitchers. 3* and below to be serviceable. Need a solid def at SS/2B to make this work.
