in ootp15, i did it, but i didn't keep close track.

if you invested 24mill into international with a max scout, you got alot more 21-25ish overalls instead of just 20's. if i had to guess, you'd see a superstar once every ten to fifteen years. you'd likely get at least 1-3 good mlb players per decade.

i make sure i invest more than any other team in majors/amateurs scouting. minor league i keep high enough that i can promote and demote with accuracy. whatever is left over, i throw into international.

Discoveries were overpowered for a time in OOTP 15. That got fixed in a patch.

I still see ridiculous loads of studs in the IFA signing pool, but that doesn't seem to be the focus of the thread.

I have started turning off the "discoveries" and bumping up the July pool - no freebies, you gotta pay in my world.

I've found a few decent players through the international complex, including a Hall-of-Famer, but in general, yes, I have had more success with established international free agents. I wouldn't call it a total waste - after all, these are players whom you have exclusive rights to. Put money into your player development budget as well, and invest in good coaches in the minors, and you may not have to spend as much on scouting, while still getting a good return on investment.
