I have an informal test I've been running on this with playing a lot of each version of OOTP23, 24, and 25. I can confirm that the MiLB roster churn is definitely happening in 25 but not in 23 or 24. It definitely only happens with low-level guys though, not legitimate prospects or regulars.

I will say that overall the best AI and default player creation set was OOTP23. I just wish I could take all the back-end stuff from OOTP23 could be layered over top of the updated IAFA setup (from OOTP24) and player development updates (from OOTP25). Both of which are awesome features, but there's all kinds of AI and default player creation wonkiness from OOTP25 that makes it a tough sell and has pressed pause on the OOTP26 up to now.

I also think I hate the new rating distribution system that was launched with OOTP25 but that's probably a post for another day.

Tons of signings during ST, which I could write off as invite to camp, doesn't impress, and released. Might not look great on a player's history but in my mind acceptable if rosters settled down once the season started. 15 games into my new season and hitting mid-April and the "all transactions" report is showing rosters are not "settling" and the daily report is still huge. Just pulling one day and comparing season one to season two..

April 18, 2047: 17 transactions, 6 MiLB signings, 5 releases. The other 6 are same as 2048, ie putting on IL or international signings.

April 18, 2048: 63 transactions, 22 MiLB signings, 35 releases. The other 6 are putting on IL or signing discovered international players. This is not a one day happening, but is consistent on a day to day basis.

Interesting both seasons show consistency with 6 misc. transactions. While MiLB sign and release ballooned. Something must have happened in one of the late patches. I had completed most of my season before the last two or three patches were released and installed by Steam in my game.

My August 2047 transactions (pre late patches) show normal flow and are comparable to my August 2046 transactions that come from v25 imported game. My Sept 2047 transactions did balloon and were post patch.

Matt posted somewhere they are looking at one more patch. This is something that is now way off and needs to be fixed and at least rolled back to previous levels.
Part of the reason the logic (NOT AI) is bad is the transaction data is good data structure reporting format. Thanks for semi manually putting together data. Long standing request for this. If it was, then more complex logic would be possible

Every transaction should not be perfect. There is FOG of war. Each team should not have 100% accuracy on ratings like you have as commish. What you see as a bum they can see as decent prospect. All though the NOT AI, is sadly the same, teams will have different rated scouts, money that should be going into each eval

I agree with you. I'm not expecting the NOT-AI's signing, releasing, trading, and roster management to be perfect according to my personal criteria and preferences. But something has gone terribly wrong based on the many reports such as this and this.

Incredibly disappointing. All that I can say right now is that for the first time ever, I will remain on the sidelines next spring when (and if) a new version is released.

I have to say, I was pleasantly surprised to learn this morning that OOTPD had honored my request for a refund on version 26. I had my doubts, as a week had gone by, but perhaps they really were on vacation last week.

As I say goodbye to this franchise, I should make several things clear:

1. It wasn't just about the MiLB roster churn, although that was the ultimate deciding factor.

2. It was more these two things:
a) Fatigue from going through the new version process every year, with regressions and new bugs to be addressed in multiple patches; just as they would "perfect" a version, it was time for the next!
b) The realization that with each new version, I was ignoring or turning off most new features; the Development Lab is the only recent addition that I have valued. And I don't like what they did to the Amateur Draft in this version.
3. Lastly, and I want to make this especially clear: There is no finer baseball simulation game than OOTPB, despite its current and chronic faults. I have enjoyed it tremendously for 20 years and it has added richness to my life. For that, and for honoring my refund request, I thank and salute OOTPD as I make my exit.

Farewell.

They finally made a change in the last patch or two to help the AI be more aggressive in releasing older non-prospects. This change was a long time coming and very necessary.

However, the change went too far the other way. On opening day the AI releases almost every old minor leaguer, leaving no backup for the MLB club, and then it gets into this crazy cycle of singing and releasing MiLB players that are mostly in the 26-34 age range every single day. The problems are obvious when looking at the complete transaction log.

The problem is also notorious for anyone who manages their minor league rosters. Before this last patch, it was common for human players to have crazy losing records in their minor leagues, because the other teams would be full of old non-prospects. Since the last patch my minor league teams are dominating, because the other teams went too far in cutting old players and the remaining guys get promoted too fast to compensate.

This is super frusterating. Is OOTP developments going to respond to this? They need to fix this and won't purchase OOTP 27 if this is still an issue.
