For my test I didn't change nothing other than the draft.

Free agency should help that process, but you could get PCL teams signing major leaguers.

Nope. Free agency make no difference. Still get to 1923 and the Pacific Coast has what amounts to one team with players. Now I will set limits to Texas League and see what happens.

I give up. This is turning a hobby into work. So, it looks like the only option is to start in 1921. That way the Pacific Coast league will import in with players. My question here though is, what happens when other league are introduced? Will these new leagues be shells with silly 1 team league histories due to no players?

Yes.
Imported Complete history and activated minor leagues on the set up page.

I'll log this as a bug.
It has been logged in the bug log as a bug 5/29/16. Seems to me that when a new league comes into existence it's historical players should be gathered from the various reserve rosters and placed on the proper real roster in season 1. We have that data in the database. It is just ignored. After season 1 they can go where they like. One thing I do in my real game is unretire all players under 30 every year. This gives me lots of extra cannon fodder for foddering my cannon.

Tried it again with recalc on this time. No players on Pacific Coast League teams.

I think I've just discovered the issue. I turned the draft off, but I didn't "Disable the automatic creation of Free Agents." I've never understood what that even means. But, I went ahead and checked the box and as of February 1923, my Pacific Coast teams are all populated with players.

I do not find this in game settings. I do find "import rookies as free agents" and it is off by default.

276 PCL players in 1921 this test even with the draft on. Your game must be real messed up to get zero.
I unbugged this since I cannot reproduce your challenge.

Yup. Thing is, other than download the patches, I've done nothing to altar my game. Not sure how it could get messed up. This is extremely frustrating.

Have you tried a 25 man roster for the Texas League? Do that before you give up.

Simply can't wait till the infield fix gets made. Was actually going to simply turn off ratings or play on the webcast screen, so I wouldn't have to see the infield 50's, but I think I can wait a couple weeks to do so. One thing about limiting the Texas League. The teams that are affiliated get shafted by doing this. They will only have the limit, while the unaffiliated will sign as many as they want. You play true historical, so you will be able to work around this, but I play more of a alternative universe setup. I love to just let OOTP go its own way. Still can't figure out how downloading patches can screw up your game. |

Started in 1920 instead of 1919. 1921, still has several Pacific Coast teams with no players, but there are more teams with players than when I start in 1919. Also, starting in 1920 results in the Texas League hitting home runs like it's the 1980's. Things seemed to revert to normal in 1921.
So, if this is my game and it's messed up, I wonder if it's a Steam problem. Like I said, all I've done is download the patches. |

I imported the 1988 season, and this Mark Willard Clark, from the Cardinals' organization, didn't show up:

I'm guessing my game isn't messed up. Tonight, I decided to install the game on my laptop(I use Steam by the way). So this is a fresh virgin install. Started up a historical league with real minors starting in 1919 with real minors. I turned off the draft. Simmed forward to 1921. The PCL arrives. The Angels once again have players. The rest of the teams, none. Sim to 1922. The Angels have players. The rest of the league, none. Sim to 1923. The Angels have players. The rest of the league, none. Sim to preseason 1924. The Angels have players. The rest of the league none.
