I feel like you're hung up on batting average. Whatman hits a lot of singles and does basically nothing else. Even his speed on the base paths is largely negated and even overriden by all those caught stealings. The other guy might not be as good of a hitter for average (although I wouldn't be surprised if he's not nearly as bad as his stats look) but he does everything else well.
In real life Whatman might start, but in real life whoever started him over Navarro would be ripped to shreds by sites like Fangraphs on a daily basis.
