It's a texture file, it replaces the old shading/shadows on jersey files to create 3D effects.

It's the normal map. It can give logos, wordmarks, piping, etc, a slight appearance of having raised stitching. Also, as BBGiovanni said, it's used for creating shadows. They are completely optional.

It goes in the same place as the other jersey files.
