scouting expectations

While looking at potential trades as well as players in the draft.....Say the 2 scouts are saying for example a player is a 2 star player within a players development can they become a say a star player? i'm just wondering as i look at these players what I can expect, should i expect exactly as i'm seeing in the scouting or can/will or ever do these players surprise us and become more or less of what we are expecting of them? Are we making a hypothesis with these players? meaning are we making an educated guess with the information that we have?

Nothing is guaranteed. However your settings for things like scout accuracy, injury, and development can make it more or less likely a player will achieve what the scout thinks.
