Expansion team quality..
Previously somewhere it was mentioned how to make expansion teams bad when setting up moderning standard games.. I expanded by 2 teams.. and used that one setting where a team draws back a player when one is picked.. but still .. one of the teams made the playoffs and went to the second round.. is there any reasonable way to have it where you got somewhat of a 74 washington type team.. where the ai doesn't either pick good players or have that good a pool to pick from? more protectedd? I don't know.. help plz

Historical Mode was changed to better reflect how expansion teams actually were. To do it modern? The easiest answer I think is to allow teams to protect 3 goalies, 8-9 Defenseman and 14-15 forwards with players under 22 protected as well.
That would protect basically entire rosters, bubble guys and prospects.

One other thing to get the full old-school expansion experience: select the "Fill-in Picks" option when setting up the draft. That's new this year, and allows the old teams to protect an additional player every time one of their exposed players is chosen. That's how it worked in the 60's and 70's, which is why teams like the 74 Caps had such a thin roster.

I did the fill in picks option when I set up my league.. expansion team still made 2nd round of the playoffs.. allthough I changed the react to trades to assistant who dealt for another 10 million dollar dman at the deadline.. Im sure that made some difference.. but even before that.. the team was a few games over 500 for most of the season.. and made the first wild card slot

It'll probably be tougher to get a real Washington-type situation in 2023 because the talent pool is so diluted with 32 teams now vs. 16 then - the other teams just aren't going to be that much better than the new ones. You might have to really expand the size of the protected lists and/or make the age/experience exclusions very lenient to force the team to start with something like half of its roster being middling AHL talent.
