[0.9.9] Submit Offer button wonky

Quite often I'm finding that the Submit Offer button isn't working when I'm trying to negotiate a contract. Occasionally it seems to come back if I ask the player for a response again, but more often that just pisses the player off and they refuse to negotiate further. It's very frustrating to finally get the player to agree to one of my offers only to not be able to actually submit it for him to sign. I'll keep trying to narrow down when this happens to see if there is some pattern to it.

I have had this issue as well. Seems to be random.

I am also suffering the same issue. Making it really hard to get this scrappy team moving when I can't replace injuries with FAs =)
