For leagues with scouting turned on, how often can you request a scouting report on a player? Also, how many scouting reports can you request at a time?

You can re-scout a player as often as you want. I have hit no limit on the number of reports you can request. Generally it takes a day for each report though there are some rare cases where it is 2 days. I know of no limit of the number of requests that you can stack up, just takes time to do the reports.
