Signing a free agent bug

I'm playing 9.56.

I go to sign and free agent and offer him something different than what he is asking for. He tells me it's fair and after that it tells me again what he wants. The "submit offer" button" doesn't activate.

If the offer is called fair and says he'll take it, then the submit offer button should be available and I shouldn't see his original asking price. If he doesn't like the offer, he should say so.
