Is there anywhere to download a weather file which contains all of the cities included with OOTP 15? (international leagues included)

Seems like a mod a few of us should churn out over a weekend in the winter. Just went looking for one too and there isn't one. It's just tedious, but...would be worth it. Would just need a long weekend to work on it. Maybe over the holiday break.
