What's the most expansion teams can one have in the current modern NHL?

Does the same apply to fictional leagues with the same amount of teams as the NHL?

Can AHL/ECHL have more expansion teams (or independent teams) than the NHL?

I just watched Twitch and still no mention on how many expansion teams you can have in the NHL(or Custom Leagues).
