Is it possible to import a team from OOTP 16 into OOTP 20?

I believe you would need to go from 16 to 17, to 18, to 19, to 20. And for versions you don't own, you can use the demo versions to import to, etc. Might be a bit of an effort, but possibly worth it if you have a lot invested in your v16 league.
