Cannot redeem collection

I clearly have the cards, but the system doesn't believe it. I think the problem is if you don't want the default selection you have to first click an extra card and then uncheck the card you don't want to lock. If you do it the other way around, you will fubar your mission.

So, now what do I do?

If the players are in the reserve roster they seem to get lost to the mission. I have found that if I inactivate the players then the submit mission will work.
