Missing "Player Development" Screen

For some reason, the "Player Development" screen is entirely missing from my "Front Office" screen. It's just gone. I can't seem to figure out any other way to navigate to the "Player Development" screen either.

Can someone help me restore it?

“Player Development Budget” displays when selecting “Controlled Budgets” on the Front Office Screen.
