Rule 5 Draft Eligibility

I'm playing a fictional save on OOTP Go, and every year there are hundreds of players eligible for the Rule 5 draft. According to the front office screen this year, every single one of my A and AA players are eligible. I assume this is a bug and I was wondering if there was a fix.

Yeah I'm seeing some 18 years old qualifying, which doesn't make sense.

I've been trying to reproduce this for a while now. Can I ask for some more details?
What's the setup for the league, does it occur right away or after a few years?
Do you have the same issue in standard or historical games?
