Scouting Regions Coverage Locked

Hiring scouts was changing overall scouting coverage for each regions in the world, and then it just all went to "13.0" coverage for all zones, 10.8 for world. Adding scouts doesn't seem to do anything.

I am coming from FHM7, and i see it changed a bit after a month.

Scouting caps out at 13 unless you put more budget money in.
