Historical rookies recalcing before playing a season?

When I first started playing OOTP many years ago (historical, random-debut) we always revealed rookie classes midseason (after the trade deadline), which gave GMs plenty of time to do advance draft research. There was never a change in rookie ratings when the season ended and recalc occurred.

In more recent versions of the game, this seems to have changed. Rookies in the draft pool definitely see ratings change, and sometimes dramatically. In the first rookie class of the new OOTP23 league I just started, a pitcher went from 5-10-8 with 11 Stamina to 7-7-7 with 3 Stamina.

Does anyone know why this is happening? I'd assumed rookie ratings were changing because all the other players were recalcing, and ratings are interdependent, but that wouldn't explain such dramatic changes. Surely they're not aging a year, are they?

Is the only solution to delay rookie class reveal until after recalc? That seems inferior to how things used to work.

Maybe select the option for no dev for Draft-eligible players?

I have Development disabled altogether (since it works directly in opposition to recalc), so that option isn't even visible. It has to be a recalc issue.

I'm in this league, which uses real stats and "3 year window w/double current year" for recalc.

Here's an example of what is going on: when the draft pool was revealed, Billy Hamilton (on a 10 point scale) had batting ratings of 5 6 3 4 5. After the season ended and recalc occurred, his ratings appear to be weakened just based on his first year (33 At Bats): 2 4 2 3 5.

Heinie Peitz (3 AB in rookie year) went from 5 6 3 7 6 to 1 4 2 3 5.

Rookies with a lot of AB were less affected, but they also changed and it seems like it was just the 1 year window used for recalc.

So two-pronged question: why are rookies in the draft pool recalcing at all and why are they using the wrong window?
