Build 26: all player ratings in AHL and ECHL are visible when starting in the NHL

when I started as manager in the NHL I can see all the ratings for all the AHL and ECHL players. I restarted and took over another NHL team and the same thing happened.
When I started in the AHL or in the SEL I wasnt able to see other leagues complete player rating.

Anyone else noticed this?

at about the first NHL game this changes, the ratings are then partially visible. like on other NHL teams.
