Online Leagues with OOTP 16 support?

Is it possible to create online leagues without any programming knowledge (php or MYSQL)?

Check the online leagues forum for advice as well, but you can do plenty with just a basic web site and the game generated HTML reports. You don't really need to know php or MySQL to run StatsLab or any of the other add-ons, either.
