Fictional Starting Draft

Hi,
I am trying to set up a fictional league with fictional players with the standard MLB teams. I pick Milwaukee and then start my starting draft. If I pick all the best players in the draft, my player payroll becomes outlandish. I become the team with the highest budget in the game.

How can have my budget and player payroll limited to what Milwaukee would have (about 18th or so) so that it would be more realistic as to what players I can draft?

create a standard real world MLB game. Delete all the players, fill all teams with fictional players (You will have to do this for each individual minor league as well) Dump all the players into a Fantasy draft. Then you will have all fictional players but teams budgets etc... Then when you get to the actual draft tell it to draft with a budget= yes (This will set all budgets equal), then scroll down to the very bottom of the Draft rules & info section and click the "adjust budgets using city population"

Not sure if there is an easier way to do it, but that will accomplish your goal

The one thing you forgot to mention Mantle was that you had to fire all of the coaches and rehire them right after emptying all of the real players from the teams.
