GM (Legacy Mode) ?

Just got OOTP 17 (been playing 14), I've tried the manual and search the forums and can't find an answer for:

GLOBAL SETTINGS
Coaching Staff Settings
GM-only users are in control of lineups (legacy mode)

An explanation please.

In GM only mode your amount of control over lineups is dependent on your Manager, some will give you ZERO control. Using this option overrides a "controlling" Manager and allows you to make changes to day to day lineups
