TCR and it's effect in Random Historical Debut?

Can someone explain how TCR works with RHD and how sensitive TCR is to alterations?

Not sure on sensitivity in HRD but I usually set mine to a minimum of 120.

My reasoning is I want to vary the career arcs and paths in my league so some studs are duds and some duds are studs. Five year recalc with double weighting is my setup.

I know it affects player's performance because the commish of my on line league, now entering 1930, told me yesterday that changing the TCR from 25 to 10 made a significant difference in test he is trying.......
