Salary Floor issues

I'm playing as the Devils and am finding myself frequently below the salary floor. I was wondering where I can disable the floor in the options. I must be blind because I can't find it anywhere. I've tried resigning from my team, simming a day, and re-taking the Devils over (since I saw that suggested somewhere on here) only to find they didn't fix the problem and still somehow managed to play their next game below the floor without me. I signed a veteran goalie (Steve Mason) since Schneider (and his $6 million contract) is out for a while and even with the new salary added I'm still under. I've tried extending a few contracts and that didn't do it either.

Help is appreciated.

Are you in commisioner role? Turn that on and on July 1st (and only then) of your game year you'll find the options available.
