Why do my prospects fail?

I am having great difficulty developing my prospects. I draft them with the potential of 4 to 5 stars and within two seasons in the minors they have degenerated to 1 to 2 stars for potential. I have minor league managers who greatly favor prospects. I have maxed out my development budget. I've also maxed out my scouting budget and he has an Excellent rating for scouting amateurs. I feel that I'm just missing something. Meanwhile, the teams run by AI have developed their minor league players and now they are kicking my ass.

Are you sure you're having realistic expectations

if they perform poorly, they get worse, if you lose you'll keep losing the key to developing prospects is to develop a winning team., also make sure they are scouted for high accuracy at 5 stars.
