OOTP Draft order keeps resetting

Hi there, running an online OOTP 21 league and I need to set the draft order. I've set it and exported to CSV and now every time I import the CSV it sets the proper order, but I can't seem to get the draft order to stick. Every time I sim forward the draft order resets to whatever it was before I changed it.
