Random changes to rotation

I'm new to the game so this may be something simple but I'm having an unusual problem with the ai changing my starting pitchers. I've checked everything I've seen posted and I think I should have complete control over the rotation. Here's the strange thing -- the changes don't make any sense! A couple of times the ai started the same pitcher two games in a row. Recently it started one of my relievers who was set to middle relief and his position was set as reliever. It might start my number one guy in one game, then the number 4, and then back to number one. I love the game but this is driving me nuts. Also, it seem as though this is fairly new (in the past week or so real time).

Only hypothesis I can come up with is set it to start “highest rested”. Maybe it is moving the rotation order around while being on “strict order”. That would theoretically make the same starter go twice, which would trigger use of the emergency starter. Maybe that emergency starter is the middle reliever you mentioned.

If you manually override the first time the starter was suggested, he'd come up again the next game again. There's also a weird randomizing setting, "strict, on occasion highest rested" which could seem even more random.
