Other Team's Minor Leaguers?
I hired a new head of scouting that has a 'scout minors' rating of excellent. It seems that this means that his scouting of the internal organization's minor league is all this affects. When I look at minor league players within my organization, the binoculars show a 'high' rating. However, when I look the minor league players of a different organization, the rating is 'low'.
Is there a separate scout rating that correlates to being able to scout players that are playing for a different organization? |

I believe the "Scout Minors" rating applies to the accuracy of his reports. The rating you get next to the binoculars refers to how often/recently the player has been scouted. To get more 'High' ratings for this, you'll need to plow more money into scouting the minors, thus producing more reports. You can also assign your scout to provide a report on a particular player, and that will boost the accuracy rating for that player.

Yup, what RBI said is correct. The scout rating is how good the scout is considered at scouting that particular area.
The rating by the binoculars is how accurate the report is on that one particular player. This is impacted by how recently that player was scouted. You can assign your scout to scout any particular player to boost the report accuracy listed by the binoculars. The level of accuracy there is also impacted by how much money you invest in each particular area of scouting (majors, minors, etc).
