How do I create a 12 team league?

How do I create a 12 team league with historical teams from the 80’s? I swear I easily did it before but tonight after a couple of beers I must be missing a couple of steps. The ultimate goal is to add the best teams from 1980-1992 and make a 12 team one division league. If anyone could help me that would be super.
