How can I set different languages for state?

(Please excuse my poor English. I'm not good at English...)

I often edit world_defualt.xml file like adding Korean cities. So I understand most of things in world_default file.

I want to set different languages by state, like French in Quebec.
When I got csv files and opened state.csv(and Cities.csv), I found main_language_id. I tried to activate this but it didn't work.
I know that main language is set as 'etid', but etid is just for nations, not states.

Can I set different languages for each state?
Or different languages are just for nations?

You can't assign a language or ethnic ID separately to a state or province. You would need to edit the world_default.xml file and make the state or province into an independent nation.
