How do you get the fans in the stands to move around?

Before I did the reinstall I had found a setting that allowed me to have the fans move around in the stands. You could set how much movement you wanted. Now I can't remember where that setting was and I can't find it in the on-line manual or in the game. I guess nobody here cares about having them moving around but I just think that makes the game a little more realistic. Even if you don't care about it but know how to set it please let me know.
