Is L10 in Report Downloads working as designed?

May have posted this originally in the wrong forum...

The L10 (in Player Search & Compare) only populates for players from the user's own team. Is this working as designed or should/can L10 be shown for all players that have an L10?

The way it pulls the data it is only available for players on your team.
