Some database questions

Refreshing my memory on a few things as I come back to OOTP after a couple years away.

1. For the nation line in the world.xml file, does the population have any implications? For example, the United States has a population value of 311,900,000. If I'm creating a historical universe that starts in 1890, do I need to worry about adjusting this value? (Note that all players will be from the US only).

2. If you set a league region, can you change it later?

2A. If I want the league to include only US and Canadian players, that's easily done through the game interface (Region: US + Canada). But I don't want any Hawaii or Alaskan origins. To ensure this, I think all I need to do is remove the States from the Nation set (in other words remove Hawaii (ID#45) and Alaska (ID#149) and their respective cities from the United States (Nation ID#206). Right?

(I suppose if I want to get really obsessive, I could alter the cities and/or populations to match the historical year for any state, though that would be quite the onerous task)
