When eliminating the amateur draft, when are new players made available to sign?

I want to create a contracts-only league without an amateur draft, arbitration, or service time requirements for free agency.

When I remove the amateur draft, when exactly will a new crop of amateurs become available to sign? Will they all just appear in the free agent pool?

They show up as free agents on the first day of the off season.
