One of the main changes from the base game is Scouting Discoveries/International Amateur Free Agency.

Scouting Discoveries will be shut off, the IAFA period will have a 330 player pool so the entire International period will be an active process of GM's bidding rather than the lottery system of the default game.

Amateur Draft:
We will use the games 2021 Draft class and then auto generate every subsequent year. All draft picks will be signed on the conclusion of the draft to avoid dealing with unsigned players with new draft classes being created as well as save the draft budget money.
The bottom 10 League Revenue teams will be eligible for a Competitive Balance pick the following year draft. The smallest market teams in the bottom 10 Revenue will receive a Competitive Balance Round A (between Rounds 1 and 2) while the rest will in Round B (between Rounds 2 and 3). Competitive Balance Picks CAN be traded.
Contract Rules

All player contracts, whether free agent or extension, must also abide by the below rules:
1. Players cannot sign more than a one-year extension until they have 3 years of Major League service.
2. No salary in a contract can be more than double than another year in the contract.
3. Only one player option and one team option are allowed per contract.
4. Team options must have at least a 25% buyout.
5. Vesting options are not permitted.
6. Yearly bonus totals must not exceed 25% of the average annual value (AAV) of the contract.
7. Contracts may not exceed 7 years in length.
8. No option (team or player) can exceed the highest guaranteed value in the contract. Any contract that circumvents these rules will be adjusted to the clear benefit of the player or deleted if no reasonable adjustment can be made. If it is a free agent, the player will be returned to free agency. Any contract that circumvents these rules will be deleted, if it is a free agent, the player will be returned to free agency.

Player Trades:
1. Trades are allowed any time before the trade deadline.
2. The trade deadline will be at the end of July or early August each year, depending on where the Monday falls with the sim schedule in the file.
3. Trades must be posted in #agreed-trades within Slack and then one of the GMs must also insert the trade within OOTP and make sure they export it for the next sim.
4. No-Trade clauses (NTC’s) will be honored unless the player waives it.
5. Players with 10/5 rights will be honored in game unless a player waives it.
6. Players left in a team's DFA will be demoted to the minor leagues, if possible, otherwise will let the AI handle the roster.
7. Recently drafted players cannot be traded until the offseason after the draft year.
8. A max of 50% can be retained in all player trades unless a player is in the last year of the contract. Rental players can have 100% retention. Draft Pick trading is not allowed.
9. Injured players can be traded if the acquiring team acknowledges the risk.
10. Trades are processed post-sim, so any injury that occurs during the sim will be deleted.
11. No more than 5 players per side in a trade.
12. No Player-to-be-named-later (PTBNL) trades.

Contesting Trades:
If you think a trade is too lopsided, has financial concerns, or the deal would impact general league health negatively, reach out to one of the commissioners. If three people reach out with concerns about a deal, there will be an anonymous 24-hour leaguewide vote on whether the trade should be allowed. If a trade is voted to be vetoed, a summary of the reasons on why there were concerns will be passed along to the two trading parties and that trade will not be processed as constructed.

Ticket Prices: Teams may set their ticket prices to whatever they would like.

League Etiquette: GM’s will be expected to be professional and reasonable with each other when posting in the league channels or DM’s. Failure to do this will result in the removal from the league.

Vacations: If you are unable to export or will be away from the game for a period of time (i.e. vacations, etc.) notify a commissioner.

Any change of rules in the constitution requires a league vote to pass with a 50%+1 vote (so 16 votes minimum) if not enough votes are obtained any rule changes will not pass.

Down to 9, was also able to get the IAFA Cap Space trading practical again so a 330 IAFA July 2 pool with cap space trading and no scouting discoveries back on the table.

They actually just got taken. Only Oakland is available now.
