Can't seem to set player development or scouting budgets?

I'm in the offseason of a custom league I created, and I'm having trouble setting my Player Development Budget and Scouting Budget amounts. Both fields are editable, but when I type in an increased amount, it won't save my newly entered amount.

For reference, this is my first offseason with this league using OOTP 22, as I converted my OOTP 18 game to 22 recently.

Ahh, I just realized I must be at the maximum at 360k, because I can successfully input a lower amount. IIRC, they used to show the maximum on this screen in older versions of the games. Also confused me because my budget was set to $1m last year
