Opening Packs - Does Timing Matter?
Does anyone have a definitive answer from OOTP on when the content of a pack is determined? Is the content of a pack set when you acquire the pack or is it set at the time you open the pack?

It has been stated many times on many Dev streams that the content of a pack is not determined until you open it.
