OOTP GO 23: Salaries need adjusting in historical replays

I've started two seasons, 1989 and 1990.

In both cases, all teams are slightly over budget and it's impossible to make any trades.

I didn't adjust any financial settings.

I'm able to get around this by assigning random financials to the teams and contracts to players.

It would be good if this is fixed before general release though.
