When looking at the prizes for tournaments or drafts that have choice packs as the prizes... what does the TB3 stand for in front of the card rating?

It means the cards in the packs are from Tournament Reward Batch 3. They cycle new rewards in periodically throughout the year. We're on the third (and most likely final) batch of the year before PT24.
